Purposes and legal bases
Data is processed to register client parking on E1-E8, monitor the terms, document unauthorised parking on a specific E1-E8 space, establish and defend a contractual claim, handle objections and collect unpaid claims. The bases are performance of the parking contract and Delta Invest Group OÜ's legitimate interest in protecting valid claims (GDPR Article 6(1)(b) and (f)). The legitimate-interest assessment can be requested from the controller.
Data processed
Vehicle plate, specific E1-E8 space, date and time, GPS coordinates and accuracy, photographs and their SHA-256 hashes, notice, payment and objection records, correspondence and audit trail. Delta Invest Group OÜ does not create contractual monetary claims for driveways, access, manoeuvring or other unmarked areas.
Data obtained from the traffic register
Only for an issued, unpaid and unexpired contractual claim, after the required evidence and data-protection controls have been verified, may Delta Invest Group OÜ submit a reasoned one-off request to Transpordiamet. The request is limited to the name and personal or registry code of the owner or responsible user recorded on the date of the relevant event; an address is requested only if Transpordiamet considers it lawful and minimally necessary. Telephone numbers, email addresses and vehicle-use history are not requested. The source is Transpordiamet and the Estonian traffic register; no permanent registry access is used.
Notice when registry data is received
Where data was not obtained from the person, this information and a link to the privacy notice are provided to the owner or responsible user at the first communication and in any event within the period required by GDPR Article 14, generally no later than one month after receipt.
Recipients and access
Access is limited to authorised Delta Invest Group OÜ personnel and necessary hosting and IT providers under confidentiality and processing terms. Where legally justified, data may be shared with Transpordiamet, legal advisers, debt collection, courts or another competent authority. The public notice page is available only through an individual notice identifier; administration and review environments are access-controlled.
Retention
A client registration remains active for 5 hours. Violation material and received registry data are retained until payment, final resolution of a dispute or expiry of the applicable claim period, then deleted or anonymised unless law requires otherwise. For a cancelled case, a minimal cancellation and evidence-integrity audit trail is retained for the necessary period.
Rights
You may request access, correction, erasure or restriction and object to processing based on legitimate interests. Requests are assessed against the need to preserve evidence and defend a claim. Complaints may be submitted to the Estonian Data Protection Inspectorate: aki.ee, Tatari 39, 10134 Tallinn.
Automated decisions
The final decision to create and issue a contractual claim is not made solely by automated means. An operator manually confirms the vehicle plate, the specific E1-E8 space and the required evidence. Automation is used for technical checks, deadlines and document preparation.
